Governance Reforms
Structural changes in state institutions, which aim to: generally, improve how government is run; minimise corruption; ensure effective and efficient service delivery and foster a culture of accountability and transparency is critical to ensuring dividends of democracy are delivered to the masses. Although beneficial to society, creating systems, rules and regulations that foster efficiency, transparency and accountability, is often resisted and difficult to implement due to many factors,
including absence of effective ethical leadership and technical capacity constraints.
